Minnesota caregivers fear a future after proposed Medicaid funding freeze

A group of caregivers for people with disabilities and the elderly gathered at the Minnesota State Capitol to express their concerns about a potential federal government freeze on $2 billion in Medicaid funds.

"These services are the lifeline that keeps our elders and people with disabilities safe and at home, rather than in institutional care," said Andrea Hanek from Duluth. Hanek is a dedicated caregiver for her 14-year-old son, who has autism and encephalopathy. He recently returned home after a prolonged hospital stay.

"I'm worried about the future without this home care service," she shared with other caregivers. "If my son loses the care that has helped him make progress in the hospital, he might not survive."

John Connolly, the deputy commissioner of the Department of Human Services and State Medicaid director, met with Dr. Mehmet Oz in the Twin Cities on Wednesday to discuss the proposed funding freeze. Oz is the administrator for the Centers for Medicare & Medicaid Services in the Trump administration.

Connolly described the discussion as productive, stating that they agreed on the goal of combating fraud. However, he did not disclose specific dollar amounts regarding potential withholdings from Minnesota. If the freeze amounts to $2 billion over a year, it would be a significant burden for the state budget.

"We didn't discuss the exact disallowance or deferral amounts or the cuts proposed for our programs," Connolly explained. "The dollar figure was not discussed. We did, however, talk about the specific elements of the corrective action plan."

Connolly also emphasized that the federal move appears to be more punitive than a genuine effort to combat fraud.

"As we mentioned in our appeal letter, it feels punitive because it deviates from the usual process."

Caregivers like Andrea Hanek are left in a state of uncertainty and fear for the future. "These programs save and sustain lives every day, and they're being targeted. Why? For what? Political points? Revenge for having a governor who dares to disagree with this administration?"
