A new café on the town’s main street has gained green light after planners accepted a scaled-down version of the scheme. Capelli Hairdressers in New Romney put forward plans to add the eatery behind their premises in December. Initial plans proposed a two-storey building housing both a café and a flat. Council officers described that design as “unacceptable.” The revised proposal, however, is for a single-storey café adjacent to the hairdressers, which FHDC members have approved. Planning notes describe the new café as “acceptable” and say it would integrate well with the surrounding street scene.

Key change: the building height has been reduced dramatically—from 8.3 metres to 3.4 metres—helping it sit unobtrusively within the conservation area. Officers explained that the reduced scale and placement mean the structure would not be overly prominent or intrusive in public views, and there should be no issues with overlooking, overshadowing, or overpowering neighboring homes.

Design and access documents state Ms Adams believes the café will inject vitality into this corner of New Romney and that any limited harm is outweighed by the public benefit of a welcoming community space.

The project is expected to create three full-time jobs. While the hairdresser’s original plans included three on-site parking spaces for the wider site, the approved café design does not provide additional parking. The planning papers note the café is immediately adjacent to West Street Car Park, suggesting convenient off-site parking for patrons.

One objection was lodged on the FHDC planning portal. Commenter D Frost argued the town already has enough cafés and raised concerns about the single-storey design not matching the conservation area, plus potential damage to a nearby tree with a preservation order during groundworks. Planning officers acknowledged the site sits within the New Romney High Street conservation area but concluded the revised plan is acceptable. They also stated the most important front-tree would be retained, with a no-dig approach near other trees to protect roots.
